· National Engineer Research Center of Urban Water Resources (South)

The National Engineer Research Center of Urban Water Resources (South) (hereinafter referred to as "NERC") is a national innovation platform that is set up with an approval from NDRC (National Development and Reform Commission) in October of 2005. It takes enterprises as the main body, capitals as the link while combining "government management, production, study, scientific research and user".

NERC relies on Shanghai Municipal Investment Group Corporation and focuses on the key demands in the water industry of China and Shanghai. It is oriented in application technique R&D and industry incubation, takes scientific research projects as the carrier and talent cultivation as the core, puts forth effort to solve key technology issues in drinking water quality safety control and promotes the industrialization of scientific and technological achievements. With the construction and development of nearly a decade, the Center has preliminarily developed an industrialized innovation mode taking scientific research as the core, which is supported by water quality testing, water affairs informationization and talent cultivation.

The technology R&D team of NERC has undertaken and participated in nearly 60 national "National Science and Technology Major Projects of Water Pollution Control and Treatment", "863" Projects and key science & technology projects of Shanghai, developed 5 local standards available in Shanghai, applied for 43 national patents and 4 software copyrights. The team has respectively won the first, second and third Prizes for Shanghai Advanced Science and Technology, providing key technical support for the construction and operation of major projects, for instance, the safe operation of water supply and drainage for the 2010 Shanghai World Expo, the Raw Water Project for the Shanghai Qingcaosha Water Source, the Bailonggang Extra-large Wastewater Treatment Plant and so forth. The team has formed an engineering technology system fitting into the characteristics of urban water resources in south China.

The Water Quality Testing Center of NERC has obtained the CMA (China Metrology Accreditation) Certificate in Shanghai. Its testing capacity for state-controlled test items covers 106 test items for drinking water and 80 test items for surface water on the basis of national standards, which means 120 test items (non-repetitive items) and 80 test items for non-state-controlled test items in total. Therefore, it can meet the basic conditions and capabilities as specified by relevant national laws as well as administrative rules and regulations, able to issue data and results with a function of proof to the society. At present, upon the fulfillment of water quality testing tasks for scientific research projects, it has undertaken to test the water quality for water supply enterprises affiliated to Shanghai SMI Water (Group) Co., Ltd  and some water treatment plants in suburbs.


As a subsidiary of NERC and with a view to its business scope, Shanghai ZhongYi Industrial Controls Co.,Ltd. covers computer software and hardware development, computer system and its network integration, embedded system development, instruments and meters installation, packaged electric control design, packaged electromechanical equipment and automation control system integration. The Company's major customers spread over the water supply and drainage industry of Shanghai. Ever since its establishment over ten years ago, the Company has grown gradually over time and attracted numerous outstanding engineers. The Company has also developed steadily in terms of its business capacity. By virtue of advanced technologies and excellent service, Shanghai ZhongYi Industrial Controls Co.,Ltd. has become a highly acclaimed company in the industry.


The SMI Practical Training Base for Water Purification Workers and the SMI Practical Training Base for Water Quality Testing Workers that are set up by NERC, have been approved by the Shanghai Municipal Human Resources and Social Security Bureau, with a plaque also delivered.


As a national scientific innovation platform in water resources, with the guidance and support from government departments at all levels including the National Development and Reform Commission, NERC will concentrate on a strategic positioning of "a R&D center, an industry center, a testing center and a talent center", focus on production and engineering technology demands for urban water quality safety control and water environment improvement, attach importance to achievement incubation, industrialization, talent cultivation, create a corporate culture, cultivate core technologies and build an industrialized and marketized innovation enterprises, thus providing technical support for the integrated development and utilization of water resources in Shanghai and even in South China.

· Research Center for Eco-Environmental Sciences, Chinese Academy of Sciences

Research Center for Eco-Environmental Sciences, Chinese Academy of Sciences, formerly the Institute of Environmental Chemistry of Chinese Academy of Sciences founded in 1975, is the first comprehensive research institution engaged in research on eco-environmental science and technology in China. In 1986, authorized by State Science and Technology Commission and Chinese Academy of Sciences (CAS), it was amalgamated with Research Center of Ecology of CAS and was reorganized into Research Center for Eco-Environmental Sciences of Chinese Academy of Sciences (hereinafter abbreviated to RCEES). In June 1999, it became a part of the Pilot Project of Knowledge Innovation Program of CAS.

Currently there are 457 staff in RCEES, including 5 academicians, 93 research professors, 114 associate professors, 108 assistant professors and 47 junior researchers or administrators working in various areas. There are 11 research departments or laboratories including three state key laboratories ( State Key Laboratory of Environmental Chemistry and Ecotoxicology, State Key Laboratory of Aquatic Chemistry, State Key Laboratory of Urban and Regional Ecology), 8 departments for administration or management and other sections.

Being one of the key educational base for graduate students in CAS, RCEES offers M.Sc program in environmental sciences, ecology, environmental engineering, environmental economics and environmental management, organic chemistry, analytical chemistry, and population, resource & environmental economics; Ph.D program in environmental sciences, environmental engineering, ecology, and environmental economics and environmental management; and provides postdoctoral program in environmental sciences and technology and biology.

RCEES has successively carried out the frontier researches on environmental chemistry, environmental science, and systems ecology since 1975, and has done some pioneer, foundation-laid and creative work on the environmental background survey, acid rain investigation, environment safety assessment, water pollution control, environmental behavior and ecotoxicological effects of persistent organic pollutants, theory of complex ecosystems, national nature reserve construction and many other environmental issues in China. It made historical contribution to the development in the eco-environmental sciences and technology in China. After being a part of the Pilot Project of Knowledge Innovation Program of CAS, oriented to the demand of the nation for eco-environmental protection and construction and international fronties, RCEES has further made discipline rearrangement, optimized the construction of innovation teams, strengthened innovation capacities, and enhanced the international cooperation scale, and gained an unprecedented rapid and healthy development. There is a great increase on the quantity and quality of research publications and invention patent applications. It conducts much more large research projects. The national and international cooperation becomes much wider and more active. The education capacity for graduate students is also developed, and the competitive capacity is enhanced significantly.


The main purposes of RCEES are to carry out some national and international research projects in environmental sciences, environmental engineering, systems ecology and environmental biotechnology, to advance the science and technology nationally and world widely, to provide fundamental data in ecological and environmental sciences for governments and to offer some applied high technology to enterprises. RCEES has set up a number of academic relationships and links with some well known institutes or academies in many countries. Several important international conferences or symposia on eco-environmental sciences have been held here and many visiting scientists, scholars or students are bilaterally exchanged every year.
